Unfortunately the Dutch dont really celebrate the beauty of long hair.

Good news is that there are multiple migrant groups that do celebrate long hair beauty.

There is a large Indonesian community which most girls wear their hair long and in great shape. And a lot of Turkish, Arab girls who undid themselves or a headscarf and have amazing long hair.

So you need to search a bit, but there is enough around to be happy
